Introduction.  BEAM is, in simple terms, a technology neutral procedure for building the core database or knowledge-base for a larger whole enterprise management and situational awareness mechanism.  BEAM can be applied by any purposeful endeavor, whether at the global, organization, group, or person scale, and can be easily implemented as a recurring project or as a routine life cycle process,

Initial and recurring BEAM use provides an complete knowledge-base (also known as an enterprise architecture - EA), resulting in a detailed analysis and modeling of the whole-enterprise. This enterprise management analysis, performed in a structured and consistent manner, provides the means to identify and track the enterprise's evolving "As-Is" functional capability (e.g., systems, processes, policy, resources) as a foundation for defining (via Business Process Reengineering, IT Design, etc.) and attaining (e.g., via IT Development, Technology Insertion, and Migration Planning) new To-Be required capabilities.  The BEAM results serve as the ideal foundation for GEM, BPR, IT Design, IT Development, IV&V, Certification and Accreditation, and Operations/Maintenance/Disposition (Hint:  Expand the page's view to 400%).

BEAM provides the means to identify all enterprise mission resource requirements and quantitatively justify them (e.g., as a near-term resource reallocation, new operations budget item, new investment budget item, or long term plan item).   BEAM also provides the design for a network-based application or suite of integrated applications to provide an enterprise workforce with continuous, dynamic, and full-scale management and awareness capabilities.  BEAM also provides the data and content for value-chain capability interoperability and integration of all enterprises (e.g., organizations, groups, or persons) that use it.

An application built to support the BEAM will be, in effect, a virtual knowledge application, i.e., a generalized database application that can be tailored as a functional database application by adding appropriate metaschema.  

There are several open-source and commercial technologies that can be used to build a BEAM virtual knowledge application.
